Selection Policy, Principles and Procedures

 

1.        General Principles

l          To establish a structured organization for our best athletes in both local and international events, and to provide them with appropriate recognition and necessary support.

l          To organize training program to athletes to obtain best possible performance in both local and international competitions.

l          To facilitate the sustained and healthy development of orienteering in Hong Kong.

l          Selection criteria should match the basic principle of sport ethics and fair play.

l          The most suitable athletes should be selected to represent Hong Kong.

l          Athletes to be selected are expected to behave in a harmonious and responsible manner.

l          Selected athletes must free from any disciplinary or doping ban for representing Hong Kong.

 

2.        General Policies

 

- Athlete to be selected must be a registered member of OAHK

- Athlete to be selected must be residence at Hong Kong for 3 year or above

- Athlete to be selected must meet the representation eligibility of the competition.

- Any changes to the Principles or Policy will be communicated to all OAHK members and post on OAHK website.

- Selection criteria shall be announced well before major events which require selection in order to allow all involved with sufficient time for preparation.

- Team member vacancies may not be totally filled and are subject to availability of funding and suitable candidate.

- Selections are subject to levels of performance and past competition result in local and international event.

- Talent and committed athlete who do not meet the selection criteria may be included in a team upon full justification from head coach and approval by Executive Committee on his/her potential for long term development.

3.        Determining of Selection Principles and Criteria

 

Introduction

Selection Principles and Policies are the basic requirements that all selection shall be satisfied, even though the specific selection criteria for individual competition are not mentioned. 

 

 

 

 

 

 

 


4.        Formation of Selection Panel and Selection Committee

 

4.1.    Selection Panel

 

4.1.1.      Selection Panel will consist of an Executive Committee Member, and three other OAHK FULL members. These members shall not be an EC member.

4.1.2.      Selection Panel Member shall be invited openly from all members.

4.1.3.      Selection Panel is responsible to the Executive Committee of OAHK.

4.1.4.      Selection Panel shall assist the OAHK EC to prepare and review of the Selection Principles and Policies.

4.1.5.      Selection Panel shall provide Selection Criteria and Procedures for Selection Committee to select the Team Member and Team Official, other than Team Manager, of individual competition. Team Manager will be nominated by Affiliated Clubs and select by the EC.

 

4.2 Selection Committee

 

4.2.1.  Selection Committee is responsible to the Executive Committee of OAHK.

4.2.2.  Appointment shall be made by the OAHK EC.

4.2.3        The OAHK EC will send one Selection Panel member as an Observer to sit in the Selection Committee to ensure that these members understand the requirements and are adhered to the Selection Principles and Polices.

4.2.4        This Observer shall not have vote in the Selection Committee.

4.2.5        Selection Committee is responsible for selecting the Team Member and Team Official, other than Team Manager.

4.2.6        To avoid conflict of interest, any member of the Selection Committee shall not be involved in discussion and selection of team member of the competition in which he/she or a member of his/her immediately family is a candidate for selection.

 

5. Roles and Responsibly of Selected Team Members and Team Official

 

All Hong Kong Team Members and Officials shall be subjected to medical examination, anti-doping control test, fulfilling Code Of Conduct, commitment to sponsorship obligation, achieving predefined performance targets, OAHK member ethic and sportsmanship set for an individual and for the Team.

 

 

 

6.      Appeals Procedures

 

6.1 Applicability

This is the procedure applicable for appealing to the selection criteria; selection process and selection results for competition squad (* shall be for competition team squad only rather than general training squad), overseas training camps or competitions which are part of OAHK Program.

 

6.2 Initiation of an Appeal

All appeals shall write to the Executive Committee of OAHK within 1 week after notification of selection criteria or result. Further to an initial identification of the validity and severity of the appeal case, the EC will assign the Vice President to investigate the appeal case and form a formal Appeal Board as necessary.

 

6.3 Formation of Appeal Board

Upon receipt of an appeal, the Vice president of OAHK will decide the investigation of the case and constitute an Appeals Board as necessary. An Appeal Board shall including the Vice President as the Chairperson of the Appeal Board and two additional OAHK FULL members as the Appeal Board members. These members shall not be an EC member. This shall also not a member of the current Selection Panel if the appeal is related to the Selection Principles and Policies and the general Selection Criteria. Selection of Appeal Board members are invited by the Chairperson. These members must have knowledge and experience of overseas international orienteering competition or training – for example former national team representing athletes, former Selection Committee member or current executive member of Affiliated Clubs.

 

It is also important that the Appeal Board members are independent and with no conflict of interest in relation to the appeal case. As far as possible, names of invited Appeal Board members shall be announced to, but not necessary consent with, the appellant and other parties concerned before the appeal commence. Final decision of selection of Appeal Board member shall be the Chairperson of the Appeal Board.

 

6.4 Gathering information

The Appeal Board will arrange collection of all relevant documentation and evidence, for example:

n          The written appeal letter;

n          Published selection criteria and / or selection result;

n          Any documentation from the selection process such as notes from the relevant selection meeting(s) and any associated correspondence.

 

The Appeal Board may also interview the Appellant and any other concerned parties such as members of the Selection Committee as required.

 

6.5 Result of an Appeal

Further to the Appeal Board finalizing the appeal report, the Appeal Board shall forward the Appeal Report to the EC of OAHK for endorsement. If the EC can not draw a consensus of the Appeal Report, the President of the OAHK will have the casting vote on acceptance of the Appeal Report.

 

The verdict of the Appeal Panel shall be final. Any appeal to the verdict of the Appeal Board shall be write to the EC of the OAHK within 7 days after issue of the Appeal Report.

 

6.6. Communication of the Result of an Appeal

The Vice President of OAHK will circulate the appeal verdict to the appellant, all members of Selection Committee and Selection Panel. In addition, a brief summary of the appeal verdict may be produced and made available to other members for reference – stating the fact of the appeal and the verdict only. When publishing such appeal verdicts summary, it shall be careful not to expose any information which is classified as sensitive or confidential by the EC of OAHK, in particularly related to privacy of any personal data.

 

(Note: Section 7, 8 & 9 should be part of the National Team Management Administration Procedures and not to be included into the Selection Process)

 


 

7.        Debriefing to the Athlete

 

The named person for each athlete will communicate frequently, on a one-to-one basis, which should follow regular performance appraisals as recorded in your selection logbook. Full rehabilitation opportunities will be communicated to you for any disciplinary offences, injuries, or performance decline.

 

8.        Fund Allocation Priorities

 

Funds available / obtained for international competition or overseas training will be allocated in priority sequence below.

 

1.        Competition entry fees.

2.        Traveling cost.

3.        Accommodation/meals cost.

4.        Team uniforms and equipment

5.        Pre-competition Training

 

9.        Team Expenses

 

All team expenses will be monitored. Any reimbursement of team expenses shall be supported by an proper receipts and application forms and duly signed by the Team Manager before sending them to the OAHK Office Within 10 days after return of the team. Absence of proper receipts of any reimburse expenses may result of not approval or delay in reimbursing the expenses.


Selection Procedures Stage I & II (Team Formation)

 

ü          Stage I:

- Apart from fulfilling the Selection Policies & Principles, selection Criteria will base on the local and/or IOF recognised International Competition result. These Criteria shall be posted to OAHK members before the entry application of the following competition season. For example, Selection Criteria for competition in the period between June 2008 and May 2009 shall be published before June 2007.

- Preliminary selection result shall be announced not less than 3 months before the competition or      no later than end of April each year before the competition, whichever is earlier. For example,     Selection result for competition in the period between June 2008 and May 2009 shall be announced     before March 2008.

 

ü          Stage II:

- Final selected team member list will be based on the conduct and performance of the candidate in Hong Kong national team training as well as Hong Kong national team Head Coach recommendation.
